Can I ground myself by plugging in my PSU and touching the case or PSU even though they are painted?

I've read through some forums and each time the person asks about grounding safety with a painted case and/or PSU, the responders typically disregard the fact that they are painted. So I was wondering, is what they are saying valid or are they indeed neglecting the painted case and PSU situation. Many thanks!
