Ok so my dad had dogs for years and they peed and pooped in this spot for years but he hasn't had a dog in a year he says that nothing can grow there anymore.

Look up "french intensive gardening". You dig up a layer of dirt and set it aside. Then you dig a second layer and put the first layer in its place. Then put the second layer on top. That allows roots to reach the compost, but not pests. You can get pretty much the same results with less work by putting a bottomless box there with fresh soil in it.
