I am thinking of melting my 9 k gold necklace and make it into the shape of a signet ring but i just wanted to know if you can add a higher quality, more pure gold to 9k gold to make a 14 k gold

You can't melt a 9k gold item and add enough pure gold in to make 14k gold. The metal will not melt and mix well. Some jewelers, though, will take your scrap gold and reimburse you for it in the price of the new piece you choose. If you are intent on using your specific item (for example if it has some emotional value), then some jewelers will be able to send it to a purifier, who will separate the gold in the alloy from the other metals and return the pure gold to the jeweler, who will then use it to mix the 14k alloy for your new item. This is usually more expensive though.
