If you wanna provide an accurate number, use one of the many online cup / spoon to weight conversions, and divide the local price per kg / oz; labour is essentially minimum wage, as that's what you'd get in a factory - only the high class decorator bakers may permit themselves a higher wage, in general.
Additionally, don't forget the oven time - that's 30-60 minutes there, possibly more expensive than ingredients.
If estimating the retail price, prolly a waste of time going into details - take the major expenses and multiply by a factor.
