Simple answer is no, it will not. Also, depending on the level of debt, it may make the situation worse. Basically debt follows you, as soon as you arrived in your new country you would want to open a bank account and in order to do so the bank will perform a credit check on you and up will pop the debt. I suppose that if you used a false name and had falsified documentation you could get around that but would cost a serious amount of money and in all probability end up with you getting a criminal record and a custodial sentence on top of the debt.

If you have plan moving abroad it is better for you to settle your debt first to make it sure.

Even if you will move abroad, nothing will change on your debt it will still be your responsibility no matter where you are, and the worst case is that it will grow bigger the longer you pay it. So better clear it up before going anywhere.
