Is there any method to allow international character entry in Windows 7 as simple as in Mac OSX?

I've got a mac at home with OSX 10.5.8, and a laptop with Windows 7. I often use international characters, and love the ease of doing this with a mac. Is there any software, or any method at all allowing for this to be done in Windows 7? Example pressing alt+u then e = ë

TL;DR Is there an easy, fast way to enter international characters in Windows 7 without using the language bar to switch between several languages or the tedious character map?
