d´nō), 18591939, American expert on government; grad. Amherst (B.A., 1879; M.A., 1887) and Columbia (LL.B., 1882). After study abroad, he taught administrative law at Columbia for 30 years, was an adviser (191314) to the revolutionary Chinese government on drafting the new constitution, and was president (191429) of Johns Hopkins Univ. He is best remembered as a pioneer in the study of modern municipal government. Among his many books are
