Problem - I live in a small town. I have noticed cars behind me will turn their high beams on?

while directly behind me. However, When passing a car headed in the opposite direction they turn them off.  Why is this happening repeatedly?  It feels like some sort of harrassment.

It might mean that one or both of your tail lights went out, or your license plate went missing, or other problem that they noticed in the back.

It's either what JV said or they probably don't realise that their high beams are bothering you, but they know they are bothering others coming from the opposite direction.
