Instead of answering, yes or no, you can get deeper:
For example, you could say, NO, because people were arrested for disboying existing laws, but some of the unjust punishments and sentences back up the answer, YES; Henry Catlin was a fourteen year old boy in the 19th century, he stole three shillings and got a fourteen year sentence in Australia of hard labour, whereas his father was only put into custody for a week for doing a much worse crime, almost murdering his wife and being a harmful drunkard! This is clearly unfair towards the boy, Henry Catlin.
