Pets that are small, cheap to feed, can be kept in a cage/indoor all the time, not smelly, not too noisey. No live food.

I'd suggest a rodent to be honest. Rats are lovely pets and the best food on the market is only $10. The cage is the most expensive bit, but you can find a nice one on amazon for $50. As long as you use fleece for bedding, clean the cage regularly, put in a litterbox (and change it) there won't be any smell. If there is, they probably have a UTI. Rats make almost no noise at all, and never need to be taken to the vet. They do not need shots and though they do get sick alot, until they hit age 2, it's mostly just colds that you can cure with some lovings and chicken noodle soup! Best of luck to you!
... Dogs and cats need to have up to date shots, vet bills if anything happens, feeding them isn't cheap nowadays and 90% of every small dog I've ever seen never stops barking. Some cats are the same way, I have two that always meow, tear up furniture and again, VET BILLS.
