The Bible does not give specifics but from what is there we can establish it happened when the devil rebelled against God as Hell was not made for humans but because people reject God's great salvation is why they end up there.It was designed to punish powerful angels and not originally for humans.The curse of sin brought that on.
Finally, a person who actually knows. Too many people on this site make Atheistic claims, or say the bible makes no mention when it actually does. It is good to know that some people know the truth. Right on, brother in Christ.
The specific concept seems to have been devised alongside christianity, more or less. Pretty much every religion since ancient times has an afterlife, some with a judgement system, but this one seems to be the first to employ such an aggressive scare tactic as everlasting torment to keep its sheep in check.
