Are hamburgers and buns complements or substitutes?

Both are complements. The bun is a nice complement to the burger and vice versa.

Neither are substitutes because they are not products that are comparable. If you run out of burgers you could not substitute them with buns instead.

Chicken burgers could be described and substitutes for beefburgers if necessary. They are similar products.

They are components.
