Are heavier bowling balls better?

It isn't necessarily "better." It all depends on the person. Someone smaller and/or new to bowling would do better with a smaller ball. As they get better at it, they should be able to move up to heavier balls.

Now learn about impedance. Impedance is speed divided by force. If you hit a ball at the end of the bat, speed is high and force is low. High impedance. The ball is not accelerated to maximum speed. The energy not transferred to the ball is reflected down the bat, perhaps breaking it.

If you hit the ball near the handle end, speed is low and force is high. Low impedance. The ball is not accelerated to maximum speed. The energy not transferred to the ball is reflected up the bat, perhaps breaking it.

If you hit the ball at the so called sweet spot, the impedance of the bat matches the impedance of the ball and maximum energy is transferred to the ball with little or none reflected into the bat.

The impedance of your arm is not a fixed quantity, so you might try a ball and then try another to see if one feels better than the other.
