Yes. It is a scam. I got pretty much the same thing from them. I got a call saying that my Windows computer would be put on a locked state unless I updated my internet account and any accounts on any sites i had an account for. My Windows 10 computer has literally never been set up to the internet yet and had no accounts for any sites set up. So it had nothing going on with it that would have any kind of regard to the phone message. Also microsoft would nit contact people in that matter. So yes, it is a scam
