Can use an engine by itself to generate electricity?

I have a small 5.5HP horizontal shaft pullstart Tecumseh that I'm using for a go cart. If I mount additional spark plug coils, could the additional coils (with/out the spark plugs) generate storable electric energy if paired with a battery?

No, but you can hook it to a generator. Of course, that costs a few bux. You can get one already built for about a hundred bux, either 12 volts dc or 120 volts ac, or both if you like.
