Does the international covenant on civil and political rights have contradictory provisions?

Of course it does. The only purpose of a government is to prevent any other group from taking control. A citizen needs to control his government. That is why governments always eventually treat citizens as enemies of the state.

It is just silly when one nation tries to tell another nation how to treat its citizens.
