A few days after updating it to 9.1, my IPad(2) just couldn't swipe. It's not frozen and I still get notifications. I can't restart it or anything. I got a new screen since when it was updated the screen was kinda cracked. Before this, my IPad(2) just started opening apps without me touching the screen and taps in certain places like the middle of the screen never te border, though. How do I fix this?

Going through your settings may help. Find the options for the screen accessibility and you may find your solution.
Another issue may be that the screen was not replaced properly. This could have damaged the touch sensitivity etc.
I suggest you look into it. Have you tried searching for solutions on online gadget forums?
I have tried looking on other forums (as many as I could find.), but my problem didn't match the others, so the answers to it were pretty useless to me. Also, I cannot go through the settings because I can't even unlock my IPad at all. I may not have explained my problem too well, but I just can't swipe but, I can tap (in certain places). It may be the new screen so I'll look into it even more. But, thank you for your help.
