No they should not be able to. If they can, then you have either not done something right in the settings or the person sending the message can over ride your block. Take your phone to your service provider and see what can be done as well. If this is a serious problem for you.
Well not my phone girlfriend usto talk to her ex a lot 3 mounths ago told me she blocked him from everything so she could move on with her life with me then few days ago she tolde her ex block one of her and I freinds asked her how she new that told me he texed her on told her I asked her thought he sed he was blocked and out of your life for good she sed her phone only blocks for short time wanted to see if im goting fooled or not
