Is there a way that a 13 year old in a Saskatchewan town can make money?

The minimum age for working in Saskatchewan is 14. 14 and 15-year-olds also have to pass some requirements, like getting a parent or guardian's permission. You can still earn money by doing odd jobs, though. Try and ask around if you can do any paid housework, babysitting, yardwork, pet-sitting.

Mow lawns.
Wash windows. You'll need squeegees, ladders, glass cleaner, cotton towels. Mowing lawns is less work.
