Marine Corps barracks questions

I'm stationed in 29 Palms and we recentlh have a new battalion BEQ manager, a new Ssgt. He's been here for a few weeks now and is causing a lot of issues for the marines living in the barracks. We've had a long standing battalion "order" to keep our blinds half mast during working hours, we have a giant window next to our front door and they want our blinds open so they can see what we're doing in our rooms. I've never seen the actual order and I honestly don't think they're allowed to make is keep our blinds open but that's not even my issue. This new BEQ manager will walk around every day and just enter peoples rooms if their blinds are down. He has a master key and will just burst into your room no matter the time of day. For instance I was eating lunch in my room at noon, was on my hour chow break, and he just bursts in out of nowehere and starts questioning what I'm doing and why my blinds are down, I told him we were allowed to have our blinds down if we are in our room during chow and he of course tells me I'm wrong and to show him the order, which obviously I can't because the order came from my plt sgt's mouth.

I'm an NCO and my junior marines are having a lot of issues with this guy just walking into peoples rooms whenever he wants, I'm just trying to help them. Is there any order anyone knows of that I can site so I can bring this up to my chain of command. I'm fairly certain this guy can't just walked into every room in the barracks every day for no reason.
