On a plot diagram of a property If it says 20.02 does that mean 20 feet 2 inches or 20.02 feet?

I hired someone to put the fence up and gave them the layout. They put the fence line at 20 feet 2 inches and I'm worried that it should be at 20 feet .24 inches. (20.02 feet)
