Water freezes at 32F, but if it is not disturbed the temperature can go much lower without freezing. Any slight jostle then will cause the entire body to freeze at once. That is supercooling.
A similar effect happens at 212F. Chemists keep broken pottery to provide sharp points where boiling can initiate because superheated water in a test tube is quite a nuisance.
