Well the Bible actually had many prophecies explaining why he would come and when he would come. One example is Micah 5:2 where Micah's prophey foretold that Jesus would become a ruler and also be born in Bethlehem. And as we can see at Matthew 2:1 that that happen. Another was the prophet Isaiah. At Isaiah 9:7 it states On the throne of David and on his kingdom In order to establish it firmly and to sustain it. Through justice and righteousness. From now on and forever. This is explining that Jesus would come from the line of king David. At Matthew 1:1 it answers that prophecy.

There are three major reasons Jesus appeared at that particular place and time.
The first one is identifying marks pertaining to the Messiah.
second, fulfillment of prophecy.

As you aware the messiah's coming was prophesied century before Jesus birth. How did faithful Israelites know when the messiah would appear?
it was by using a prophetic time period referred to at Daniel 9:24-27 (know as the seventy weeks of year).
This is the reason Jews expected the Messiah to appear at that particular time and the reason Herod also knew when to find and attempt to kill young Jesus. Evidently Jesus was born in the Jewish month of Ethanim (September-October) of the year 2 B.C.E.

As for the place Jesus was born, this is another identifying mark of the Messiah. He was born in Bethlehem Ephratah which was the smaller of two villages named Bethlehem. This also is fulfillment of prophecy.

Another important factor is that the Messiah would have to be the legal heir in the male line of descent from Davis and Solomon, this in itself is a deciding element in the general geographic location of Jesus birth.

Clearly everything that Jesus did including events that he had no control over-as in timing and location of birth- were revealed in advance, this is in harmony with God's promise to always inform us beforehand of actions of concern to mankind (Amos 3:7)  For the Sovereign Lord Jehovah will not do a thing unless he has revealed his confidential matter to his servants the prophets. . .

These details were a great help for faithful Jews in Jesus's day and for us today in helping to identify who the promised Messiah really is.
