My sister-in-law has just been promoted at her office. It's something she's been looking forward to for about 3 years. So I thought it might be nice to do something to show her how proud I am of her accomplishment. Is it appropriate to send flowers to her office as a means of congratulating her?

We are close, and speak at least once a week. But I don't want to cause her undue embarrassment at work or do something that is not appropriate for a brother-in-law to do. (Maybe I'm not supposed to be sending her flowers?)

So is it a good idea to send flowers or is it best to just leave it alone and tell her Congratulations on the phone?
