I was in gym and we had free time so i put my hair in pig tails just above my ears. Then my friend (a boy ) came by and said aww you look like a cute little girl that wears a dress and skipps around with a giant lollypop. It was kinda weired. He also likes to linda softly punch me in the arm and he loves to talk to me as much as he we around each other. What does that mean?

I don't think he's weird, he sounds like a young man who's still awkward around girls. And it sounds like he's got a crush on you. It also sounds like the two of you communicate well, so tell him when his actions or comments are uncomfortable without putting him down. You might have a good thing here..
