What if I fail my college placement test? is it okay if I start from the bottom?

Of course it is! We all have our own pace of learning. When I started college I excelled in English, but was terrible at Math. I failed the Math placement test and had to take remedial classes. I actually am glad because I got a way better teacher than what I had in high school. Thanks to these classes I have a much better understanding of a course that I struggle with. There is only up from the bottom! Hang in there!

Yes..obviously you can start from the bottom. If you did bad in exam then you must know now what was your fault and in which department should study more. Point-out those particular topic and start studying. Don't give up. In our university we have two exam in a semester. One of my friend failed in mid term exam and came to me. I took him to my course faculty and he advised my friend that not to give up and start studying from root of the subject and note down important topic. After that my friend working hard on his study and in the final exam he got A.
So it's my suggestion to you that start from the bottom and keep patience. You will good at exam.
