What’s it called to have pay rate evened out?

It is called something new every time it comes up, as if it had just been discovered. It is a blatant attack on the free market.

You can go to fee.org and find in depth discussions of such concepts. England has a nasty shortage of doctors at the moment because of that idea. People can't understand why the doctors won't work for nothing.
