Who presented the sequence of need?

You have to explain your question well enough that someone can look up an answer. I am pretty smart, but I never heard of anything called "sequence of need". A google search turns up several different fields: Maslow's theory, Monroe's theory, music theory, Sequence Analysis, and others.
