Why are droids from Star wars saying "Roger, roger?" What does it mean?

"roger" is radio chat jargon, both civilian and military for "understood" so what they are saying is "understood, understood".

other examples - Roger, over and out = understood, turning off, roger wilko = understood and will comply (follow instructions).
