When I say he won't say I love you, not as in dating and feelings but like you'd say to ur parents!

He might just be waiting for you to say it first but if u have it still might be strange for him
Maybe he feels the subtile pressure you put on him. If you try to force someone to do something he will probably do the exact opposite.
