It depends on if the chocolate you get is itself in a wrapper.
If it does, then you could get 21 chocolates
If not then you can only buy 15 chocolates, without any wrappers you already have on you.
15 chocolates for your $15.+15 wrappers divided by 3 gives 5 more chocolates.+5 wrappers divided by 3 for 1 more chocolate (and two wrappers left over).=21 chocolates.
