I'm the same age and I think she likes you. If she's always trying to talk to you and text you and spend time with you it sounds like it. She may just be a close friend but I suppose if she saw you two as 'just friends' she wouldn't always be trying to get hold of you. Especially if she's always giggly around you and tags you in loads of photos she probably loves you attention!
If you like her too ask her out! I doubt she'll say no! Good Luck! Not that you need it.
Ok well if I where you I would ask her out and show more affection for her but give it in small doses. That makes her want it more. If she says no then its pretty much gonna go down the drain because nothing will be the same again between you two. Its the risk you take (knowing from personal experience) but to me she seems to like you and shows a lot of the obvious signs.
