My mom is nervous when it comes to driving and worst of all my dad yells at her while she's driving. Like, my mom was doing great while driving,but for some reason my dad yells at her.He doesn't even encourage her, I keep telling my dad to encourage my mom instead of yelling. Then my mom ends up getting honked at or yelled at by other people. She isn't even relaxed or calmed, instead she looks frighten and nervous. She keeps failing on her driving test and my dad keeps yelling and then they argue.

Your dad needs to stop giving her driving lessons, he doesn't have the patience or doesn't want your mother to succeed and be independent of him. Is there someone else who could let her practice with them?
Your dad is undermining her confidence behind the wheel, it is probably the most important factor when trying to pass your driving test and later when driving.
I'd say he Jackofall is right. Maybe your mom should join a driving school instead.
