In South Carolina does an HOA have power while construction is still going on in the neigborhood?

HOA is usually a deed restriction, so they have absolute authority over the property at all times. IMO the existence of an HOA is a deal breaker. Even if they seem like nice people, it only takes one person on the board to reverse that.
