Some of us enjoy being exposed, perhaps exhibitionism to some degree, more than others. Similarly, some of us enjoy seeing others nude, especially members of the opposite gender. At what point does this become mental illness?

The only time anything can be considered a mental illness is when it overcomes you. When you can no longer function in a normal life without it.
When you feel like you absolutely need it and can't go on with your day until you get your fix.
That's when you need help.
