I have been issued with an infringement notice for a red light camera fine. I believe in my case i have "exceptional circumstances" for requesting an internal review. these are those circumstances: I have never driven in melbourne (or any other large city) before and this is my first ever fine. I stopped at the intersection and was the second car in the right turning lane. as the intersection is very large (i.e. six lanes including tram lanes on the intersecting street) I could not see the nearest traffic lights which were high above me and there is only one traffic light (from later researching this intersection) on the other side of the street six lanes away! for right hand turning which i could not see. the car in front of me drove into the intersection to turn right. (there were cars behind me if that is of any relevance). So I followed and drove into the inersection to turn right also. It was then that I realised from distinct flashes from the red light camera at the intersection (as it was night time) that I and so also the car in front of me were captured by the red light camera and I have an infringement notice with a ridiculously large fine on it and three demerit points (I am a NSW provisional 2 licenses holder with only four demerit points allowed). so my question is: Are these "exceptional circumstances" good enough for an internal review to be successful? (in either cancelling my fine or lowering this fine?)
additional info: no car accident occurred, I do not know who or why the driver in front of me entered the intersection, their was traffic in the oncoming lane but none moved into the intersection at any stage I was in it. help and advice greatly appreciated.
