No. England suffered in the early part of the war from Luftwaffe bombing. There was great devastation in London and other cities.
However the RAF replied with a sustained bombing campaign at night, including 1,000 bomber raids. Later, they were joined by the USAF during the day. German cities were turned into heaps of rubble.
