There is no such thing. Soundproofing has to be designed into the building. Maybe you want foam blocks and maybe you don't. Maybe you want cement block walls and maybe you don't. Maybe you want spruce panels and maybe you don't. Those are the three materials most used for soundproofing, but not usually all of them together.
