This is awfully simple. If you don't understand then you don't need an answer, you just need to go back to page 1 of the section on plotting graphs and learn the subject.
I assume, what confuses you is the missing variable x in the equation y = 6.
But imagine the equation to be:
y = x - x + 6
Whatever arbitrary value you plug in for x, the term x - x will immediately reduce to 0 and 6 is the answer. As x - x = 0, it does nothing as an addend in the equation, so, by simplifying it just cancels out and doesn't appear anymore.
Thus, y = 6 is a parallel to the x-axis, for x € R (x is element of the set of real numbers).
Answer option C) (-2, 6) would fit nicely.

If you are familiar with the slope-intercept form of a linear equation:
y = mx + a,
where m is the slope and b is the y-intercept, then imagine m = 0.
The term mx will always be 0, the slope of the line is 0. It's as flat as flat can be. It's a parallel to the x-axis.
