Depends on what you mean, If there's enough sunlight then yes, the PV panels will generate power. Depending on how complicated your wiring/switching setup is, you may find that some of the subsidiary equipment (like your inverter) might need an external power source.

Solar panels involve a lot of physics and electrical calculations so it's hard to be certain about how well they work. But one thing that is very certain is that "power outage" has nothing to do with it. Solar cells PRODUCE power, even when the utilities are out.
