Is it possible that people who do not believe in God can still love?

Interesting question! I've done a lot of research into this and the answers is both yes and no. People who do not believe in God are *not* capable of loving any mammal larger than a Jerboa (a small desert rodent found throughout North Africa).
This means atheists cannot love cats, dogs, other humans, or whales.
They can, however, love grasshoppers, hamsters, tardigrades, sharks (large but not a mammal!) and even small rocks.
My advice is that if you see an atheist on the street, give them a big hug and start talking about how much you love whales. They'll be fascinated.
