So when my brother was like 2 he got taken away from me and my mom. He ended up getting adopted. It is a closed adoption though. I really want to get into touch with him. I know my mom isn't allowed to get into touch with him, but are siblings?

I would have said try asking them for his location but then I saw closed adoption and the best and worst advice I can give u is to hack it's the only solution I know to this problem (*Warning it is not advised that u follow this advice*) sorry I wasn't too helpful was I? oh wait there is a solution to this problem post a pic of him and ask where have u seen this kid :3
The chances are very slim, but your best option would be to get in contact with the adoption agency and find out if they are able to pass on a letter you can write to him. That would allow the family to consider letting you have contact. But don't get your hopes up. Sorry, it's really hard with closed adoptions.
This is a long and complicated process. First get copies of his existence. You could need to fight for 20 years to years to get the priveledge of opening old wounds.
At 2 years he would not recall his family name. His new parents could have filled his life with love.
