Am I wrong for not letting her?

lending to a friend or relative is risky. There's a saying "when you lend to a friend, you lose the money and you lose the friend." The other risky thing is to make a contract specifying loan payment schedule and amount, you both sign, make a copy for mom. Worst case scenario, you go to small claims court.
