I was awarded permanent full custody and my son's father is into drugs and when we went to court I asked does he have to see the child and they said he could at my discretion so does that mean I don't have to let him see the child?

Thats what it means. If you were sure he was clean you could arrange to have the dad meet you at say McDonalds for lunch and a 2 hour visit or at a playground for a 2 hour visit. But all visits supervised and you right there and eyes never off him. I'd ask for proof of being in therapy.
