You know, like in Looney Tunes cartoons, there is sort of a language to script writing and I just want to know how would you put these cartoony hijinks into the script language and have it fromatted correctely.

It's not clear what you are trying to ask. If you want to make an animated cartoon you need a script and a story board. From those you prepare instructions for animations and sound effects. Four different documents, and then the main man personally inspects the progress and corrects the artists.
If this includes pictures make a sound and visual representation of what you want the reader to see. If it’s just words than put them in perenthisis or slanted letters to refer to them as stage directions, and make sure any diologue is not in stage direction format. For example:
