What state in the New England area is better to move to with a family and why?

We are living in Maine, but are looking for a new adventure with our new family. We don't want to move somewhere that will cost a lot. Please let me know your opinions.

I spent some of my childhood in Vermont, it was a pretty great place but is one of the more expensive states, (not like California though) there are some pretty good scholarships for kids though.  The cheapest one is probably Massachusetts.
