God says that love is the most important law, but why does he expect us to keep it? He knows that we are going to sin and that we have a hard time loving. Is he just waiting for us to fail keeping his law? So we repent?

The main thing God wants is for us to have and keep a pure heart. If we are full of hate and anger. It turns to resentment and then into regrets. This why there so much hate crimes in the world. And why there are mass killings going on . There are many kinds of love. The thing we must try to do is find all the beauty if every thing. We need to find forgiveness in others for our own good and well being . Hate, anger , resentments leads to abuse fighting cruelty violence and to death. It is teaching us self control over our emotions. So we can live in peace and with out guilt or shame. Love is good . Hate is bad. If we catch hate before bad and evil sets in then we can save ourself and become a better person. That's all God wants from us. To become the best person we can become. To have a pure clean loving heart.
The Bible at 1 John 4:8 says: Whoever does not love has not come to know God, because God is love. He is the very personification of love. It's his dominant quality. 1 John 4:19 says: " As for us, we love, because he first loved us." Man was not created just to exist, but to enjoy life and love. He created us with the capacity for love and spirituality. Love includes the feeling and expression of warm personal affection. Love is guided by principle, we should have a love of righteousness, and even love for our enemies, for whom we may not have affection. This facet or expression of love is an unselfish devotion to righteousness and a sincere concern for others. Godly love is not a quality that a person has without knowing why. Godly love cannot exist in a person apart from knowledge and service of God or apart from meditation and appreciation. So, only by cultivating love can a person become an imitator of God.
Love must be directed first to God, above all others. Otherwise it will become misdirected. Knowing God's purpose is essential, because then a person knows what is best for himself and others, and will express love in the proper way. True love, Godly love has no law that can limit it.
God’s word the Bible tells us at 1 John 4:8,”Whoever does not love has not come to know God, because God is love.” This verse helps us to see that our Creator dominant quality is love, that means everything he does is out of love for us. The Bible also tells us we were created in God’s likeness and that’s why God expects us to love one another from the heart.
When Jesus was on the earth he give us a new commandment at John 13:34,I️ am giving you a new commandment, that you love one another, just as I️ have loved you, you also love one another.” This verse helps us to see that love is a commandment from God. It’s our obligation to live up to God’s standards and show genuine love to all.
We should love because God loves, but why does he expect us to love when he knos that it's impossible to love because of sin?
God exists deep within us as the Divine Soul and the Divine Soul is full of love. God is love, God doesn't expect us to love. God expects us to let love flow from the time we are children, as love for our parents, love for our friends which grows into emotional love, intellectual love, self love and ultimately erotic love. All these loves are like the seven colours of the rainbow, but they come from the one white Divine love. We don't understand the meaning of love. We think God expects us to love, we think we may fail in love, all because we don't realize that pure Divine love is beautiful, it is unconditional, it is the fountain of joy and bliss.
God expects us to love because God is love. God has hidden himself within each human being in the form of the Divine Soul, the Spirit, the Atman. God is in you, God is in me. And what is that inner energy in you and me? It is love, that's why a dead person cannot love. But right from the time we are born, the love of God manifests as a love from a child to its mother, as a friend to another friend, it goes on to self love, emotional love, intellectual love, erotic love. All kinds of loves are love of the Divine, that emanate from the Soul - white pure Divine love, just like the white light of the sun, creates the rainbow of colors. God wants us to love because God creates that rainbow of love within us.
