Why is the Mazda ND Roadster (Miata / MX-5) a 300 plate in japan? they only come in the 1.5 engine?

Details:

The ND Roadsters in japan only come in the 1.5l. The engine size is 1500cc and according to the rules that should be a 500 plate because its under 2000cc right?
