Hai this is Yusuf. "I have a problem over my computer which doesn't boot to the BIOS setup itself"?

I have tested the Processor, Motherboard, Monitor, CMOS battery, RAM, etc But i can't understand the problem. When i remove the RAM and boot the system there is no beep Sound. But When the Fan above the processor is UNlocked the beep sound hears. And after this beep sound i attached the RAM to the system but NO boot appears on the screen. Note:- Once the FAN is locked with the processor the beep sound doesn't hears. For this problem i have used heat sink paste also but no more results. So, Please tell me the solution for this problem..............
