... my request for a new ac or second small unit I told him that under state law (oklahoma) it's his duty to make sure the apartment is habitable (or sufficiently cooled and heated) because I have read in a few places that it is. He says he knows for a fact that it's not. My question is am I right or is he?

Okay i got my information from the landlordology oklahoma rental laws this is what they state maintain in good condition safe working order and condition.All electrical,plumbing,sanitary heating, ventilating,airconditioning and other facilities and appliances,including elevators supplied or required to be supplied also reasonable heat.
